The Kalamazoo County Board of Commissioners maintains several advisory boards and commissions that make recommendations to the County Board regarding specific interest areas. All Committee appointments are on a volunteer basis with no monetary reimbursement, unless specifically noted. In addition, the Board of Commissioners appoints the board members of the Road Commission, a legally separate entity. Advisory Boards/Commissions are as follows:

Aeronautics Board

The Kalamazoo County Aeronautics Board of Trustees is responsible for the authoritative oversight of the Airport, and for the nurturing and development of the Airport as a key economic development and marketing tool for the entire Southwest Michigan Region. Meetings are held at 8:00 a.m. on the 2nd Wednesday of each month in the Airport Administration Office. Contact: Airport Director Cliff Moshoginis 388-3668

Animal Services & Enforcement Advisory Board

Provides advice on animal control issues to the Animal Control Department and Board of Commissioners. Meeting times are every other month on the second Tuesday at 7:30 p.m. at Animal Services & Enforcement. Staff Liaison: Steve Lawrence 383-8771

Board of Public Works

The Board of Public Works meets on the first Friday after the first Tuesday of each month at 1:30 p.m. in Room 207A of the County Administration Building. The Board of Public Works deals with public infrastructure review and development. Appointments are made for three-year terms of office. Contact: Lotta Jarnefelt 384-8115

Brownfield Redevelopment Authority

The Brownfield Redevelopment Authority (BRA) facilitates the redevelopment of environmentally contaminated and underutilized properties located within participating municipalities through the use of tax increment financing and other incentives as authorized by state Brownfield redevelopment legislation. The BRA serves those local units in the County who are not currently served by a local BRA. (Members of this Authority are automatically members of the Economic Development Corporation Board of Directors). Contact: Lotta Jarnefelt 384-8115

Building Authority

The Building Authority meets on an as-needed basis on the second Wednesday of each month (unless the first day of the month is Wednesday, then the 3rd Wednesday) at 10:00 a.m. in Room 207B of the County Administration Building. The Building Authority oversees County bond-funded projects. Appointments are made for three-year terms of office. Contact: Cheri McCaffery 383-8967

Community Action Board

The Community Action Board meets on the Fourth Thursday of each month at 12:00 p.m. in Room 207A of the County Administration Building. The Community Action Board (CAB) consists of three sectors mandated by the Federal government: private sector, target sector and public official sector. The Board of Commissioners appoints the five public sector representatives. The CAB assists the County Board, by and through its Human Services Department, in implementation and coordination of a comprehensive community action program. The CAB submits an annual program plan and budget, which serves to direct resources on the problems of economic and social deprivation in Kalamazoo County. Community Corrections Advisory Board

The Community Corrections Advisory Board (CCAB) normally meets on the third Friday at 7:00 a.m., with additional meetings possible, at the Office of Community Corrections. The Board reviews topics related to new or changing issues in corrections. The primary mission of the CCAB is to develop, implement, monitor, and evaluate programs that provide alternatives to incarceration for non-violent offenders in order to reduce jail and prison overcrowding. These appointments are representative of prosecution, courts, law enforcement, media, human services, defense attorneys, and the business community. Community Mental Health Board

The Community Mental Health Board meets on the fourth Monday of each month at 418 W. Kalamazoo Avenue at 6:00 p.m. The Community Mental Health Board deals with provision of mental health services; membership categories are: general public, providers of mental health services, recipients and consumers of mental health services, and agencies and occupations having a working involvement with mental health services. Economic Development Corporation Board of Directors

The Economic Development Corporation (EDC) Board of Directors meets on an as-needed basis, on the fourth Thursday of each month at 4:00 p.m. in Room 207A of the County Administration Building. This Board deals with specific projects within Kalamazoo County that are funded through bonding. Its purpose is to assist local industrial and commercial enterprises in their development and expansion programs. Appointments are made for six-year terms of office. (This board does not meet on a consistent basis - Members of this Board are automatically members of the Brownfield Redevelopment Authority) Contact: Lotta Jarnefelt 384-8115

Environmental Health Advisory Council

The Environmental Health Advisory Council (EHAC) meets the first Wednesday of each month at 8:30 a.m. in the ground floor Conference Room, main wing, Nazareth Complex. This Council serves as an informed advocacy body and sounding board for matters of policy that affect the lives of citizens who need environmental health services. In addition, it advises the County Board of Commissioners on environmental matters. Appointments are made for three-year terms of office. Contact: James Rutherford 373-5352

Human Services Department Board

Kalamazoo County Human Services Department Board meets the second Thursday of each month at 9:30 a.m. at the Department of Social Services Offices. The Board deals with human services matters within the County. Appointments are made for three-year terms of office. Jury Board

The Jury Board meets intermittently to review jury questionnaires and approve excuse requests. Appointments are made for six-year terms. Contact: Board Office 384-8111

Metropolitan County Planning Commission

The Kalamazoo Metropolitan County Planning Commission (KMCPC) meets the first Thursday of every month at 7:00 p.m. in Room 207A of the County Administration Building. The KMCPC deals with planning and zoning issues within Kalamazoo County. Appointments are made for three-year terms of office. Contact: Lotta Jarnefelt 384-8115

Older Adult Services Advisory Council

The Older Adult Services Advisory Council's primary function is to act in an advisory capacity to the County Board of Commissioners through the Human Services Department related to the provision of services to the senior population of the Kalamazoo community. Membership requirements state that half the members must be age 60 or over, and other members will represent a nutrition provider, social service provider, a local elected official and general public. Appointments are made for three-year terms of office. Meetings are held the second Wednesday of each month at 3:30 p.m. at the Nazareth Complex. Contact: Judy Sivak 373-5153

Parks and Recreation Commission

The Parks and Recreation Commission meets the first Monday of each month at 2:30 p.m. at the County Center Building. The Parks Commission reviews matters dealing with all Kalamazoo County Government Parks. Appointments are made for three-year terms of office. Contact: David Rachowicz at 383-8778

Public Housing Commission

The Public Housing Commission meets the 1st Thursday of each month at 4:30 p.m. at the County Administration Building. The Commission attempts to help area residents gain access to decent, affordable housing through Section 8 vouchers. Contact: David Anderson 553-8038

Public Transportation Authority

The purpose of the Kalamazoo County Transportation Authority is to plan, promote, finance, acquire, improve, enlarge, extend, own, construct, operate, maintain, replace, and contract for public transportation service by means of one or more public transportation systems and public transportation facilities within the jurisdictional boundaries of the County of Kalamazoo. Meetings are held the 2nd and 4th Monday of each month at 5:30 p.m. at the County Administration Building. Contact: Dave Artley 384-8304

Retirement Investment Committee

The Retirement Investment Committee meets on at least a quarterly basis, usually on the third Wednesday in the months of February, May, August, and November. Meeting times and locations vary. The Committee's purpose is to manage the assets of the County's Retirement System. Appointments are made for three-year terms of office. Contact: Bill Dundon 383-8843


Road Commission

The Kalamazoo County Road Commission meets on alternating Tuesdays at 3:30 p.m. at the Road Commission's office located at 3801 East Kilgore Road. The Road Commission, a separate legal entity, is charged with the responsibility for construction and maintenance of the Kalamazoo County road system. The Road Commission is comprised of five members with at least four members residing in townships. Contact: Road Commission Interim Managing Director John Byrnes 381-3171

Soil Erosion & Sedimentation Control Board of Appeals

This Board will hear appeals from decisions made by the County Soil Erosion & Sedimentation Control Program. Members must have a current and valid Soil Erosion and Sedimentation Control Training Certificate. Meetings will be held on a quarterly or "as needed" basis. Staff Liaison: Kellie Layman 383-8308

Solid Waste Management Planning Committee

The Solid Waste Management Planning Committee (SWMPC) meets the third Wednesday of a month at 7:00 p.m. in Room 207A of the County Administration Building. The SWMPC deals with solid waste and resource recovery issues within Kalamazoo County. Appointments are made for three-year terms of office in the following representation categories: Regional Solid Waste Planning Agency, solid waste industry, general public, government, environmental groups, and industrial waste generator. (This Board does not meet on a consistent basis.)

Substance Abuse Advisory Council (Four County)

The Substance Abuse Advisory Council serves the four-county region of Barry, Branch, Kalamazoo and St. Joseph to assist in the development of comprehensive planning and provision of substance abuse prevention and treatment services. Veterans Affairs Committee

The Veterans Affairs Committee meets on the fourth Thursday of each month at 5:00 p.m. at the Nazareth Complex, Wing 1, Floor 2, Conference Room G. It is responsible for administering the County Department of Veteran Affairs, which will coordinate and administer benefits to veterans. Appointments are made for four-year terms of office.
