Lieutenant Paul Baker - Director
Lieutenant Baker was appointed the Director of the Office of Emergency Management in February 2004. Along with those duties
he serves as a Division Commander with the Kalamazoo County Sheriff's Office. As Director, Paul is responsible for the
County Emergency Operations Center, maintenance of all Emergency Plans, coordination of all Homeland Security grants
and day to day operations. Paul's career has primarily been in Emergency Services; he's served 27 years in Law
Enforcement, 8 of those years in Emergency Management and 20 years in the fire service with 10 of those years as Fire
Chief. Paul has been a member of the Michigan Emergency Management Association since 2001 and served as Treasurer for
6 years, President for 2 years and now serves as Past-President. He holds leadership positions on the Kalamazoo County
Hazardous Materials Team Executive Committee, Disaster Committee, Michigan's 5th District Medical Coalition, Region 5
Investment Committee (Chair), and the Region 5 Homeland Security Planning Board (Chair). Paul is certified as:
Michigan Law Enforcement Officer, Firefighter 2, Fire Officer 3, Fire/ Terrorism Instructor, Licensed Medical First
Responder, and is certified in Homeland Security at Level III. Paul has received Law Enforcement recognition for Live
Saving and Bravery and the Everyday Hero award from the Red Cross. He has managed a Presidential disaster declaration
and several other major disasters including the recent Kalamazoo River Oil Spill where he served as the Incident
Commander for Kalamazoo County on the eight person Unified Command Group.
Dave Schneider - Planner
Dave joined the Office of Emergency Management in June, 2004. He worked as a professional broadcaster for 10 years, served 2 years as a Personnel Specialist in the Office of the Chief of Staff of the Army in the Pentagon and did part-time stints as a janitor and a bartender, all before embarking on a career with the State of Michigan in 1976. Dave was employed by the Michigan Department of Human Services for 26 years, serving as the Administrative Manager for the Kalamazoo County office for 16 years. He retired from the State in November, 2002. Dave served as the Department's representative on the Kalamazoo County Disaster Committee from 1986 through 2002. Dave has one son and one daughter and lives with his wife on 10 acres near Lawton. He is active in the Radio Amateur Civil Emergency Services (RACES) and includes computers and nature photography as hobbies.
Tom Miller - Planner
Tom joined the Office of Emergency Management in November, 2006. An entrepreneur who operated his own business for 30 years, Tom also spent 28 years with the Leighton Twp Fire Department, gaining experience in HAZMAT operations, Medical First Response, and extensive experience in firefighting (served as Battalion Chief, Training Captain, Fire Officer). Tom has four daughters, lives with his wife of 37 years, teaches and serves on the Elder Board of the Moline Baptist Church, and is a volunteer for the Michigan Gift of Life. Tom serves as a Regional Planner within Michigan's 5th District.
Paul Edwards - Planner
Paul worked for the Kalamazoo Sheriff's Office of Emergency Management as its Regional Intelligence Coordinator for four years. Paul began his career in Law Enforcement with the Detroit Police Department in 1970 as a Police Cadet. In 1972 Paul became a sworn police officer and served with the Detroit Police Department until 1978. In 1978 Paul joined the Michigan State Police where he served for 26 years; holding the positions of road trooper, desk sergeant, detective sergeant, detective lieutenant, operations lieutenant, and first lieutenant retiring in 2004 as the commanding officer of the state police post in South Haven. Following his retirement from the state police Paul had the privilege of serving the citizens of Van Buren County for two years as the Undersheriff for the Van Buren County Sheriff's Office. Paul has also worked as a Solutions Area Planner is both Van Buren and Kalamazoo Counties. Paul has been married to his wife Alice for 39 years and together they have two grown children.
Pat Wright - Planner
Pat joined the Office of Emergency management in March 2011. Pat started his career in Public Safety in 1977 when he
joined the Davison Fire Department just out of high school. By 1980 he had graduated from the Detroit Police Academy
and was working as a certified police officer for Richfield Township in Genesee County. When the city of Kalamazoo
combined their police and fire department to form Public Safety this appeared to be a natural fit. Pat joined Kalamazoo
Public Safety in 1982 where he served as a Fire Fighter, Police Officer, Public Safety Officer, Canine Officer,
Narcotics Investigator, Sergeant, Lieutenant, and retired as Executive Lieutenant in 2008. Shortly after retiring,
Pat was called back to Public Safety to serve as Assistant Chief until 2009. From 2009 to 2011 Pat served as a 5th
District Planner and was assigned to Kalamazoo County Medical Control where he updated the EMS radio communications to
the MPSCS system. Pat is married to Tammy Wright and they have 4 sons.
