SUBSTANCE ABUSE ASSESSMENTS
All defendants referred for OCC supervision receive a substance abuse
assessment. Defendants identified as having significant substance abuse
issues received an in-depth substance abuse assessment. OCC staff have
been trained to conduct the Addiction Severity Index (ASI) and MAST
substance abuse assessment tools. The completed assessment is forwarded
to the Community Mental Health Substance Abuse Services for potential
placement in treatment.
OCC staff also conduct substance abuse assessments on pretrial inmates in the County jail. If in-patient treatment can be obtained, OCC staff inform the Judge that treatment is available and request a change in bond to allow the inmate's release to treatment. OCC supervision is usually recommended with that bond change request, to monitor the defendant's recovery upon release from treatment. Random drug testing is also used to monitor the defendant's commitment to recovery.
