Responsibilities and Qualifications:
This Position Serve as senior non-judicial officer of the court responsible for all administrative and non-judicial operations providing leadership to subordinate managers and other staff to ensure operations are in compliance with state and federal laws, regulations, and court rules.
Analyze trends and plan for the fiscal, staffing, physical, and technological needs of the Court as they relate to the long-range goals. Supervise staff and provide general managerial guidance and oversight of functions delegated to subordinate managers, including personnel management, daily operations, and special projects.
Oversee and control the annual budgets of the Court, integrating and implementing those factors which will enable the Court to attain its long-range goals. Develop administrative and personnel policies for the Court. Acts as the Court’s central point of contact with individuals, agencies and groups outside the Circuit Court including membership in key organizations, committees, and boards.
Serve as the Court’s central internal point of contact ensuring maximum exchange of information between the Chief Judge, other judges, the court management team, and members of the staff. Other duties as assigned.
Master’s degree in business administration or public administration or law; and a minimum of five to ten years public or private sector administrative managerial experience, with four to five years of that experience preferably in court-related positions.
Knowledge of federal and state laws, court rules, and other regulations which govern the functioning of the court. Knowledge of how criminal, civil and juvenile justice systems operate. Ability to communicate effectively verbally and in writing, and make sound and accurate decisions. Ability to build relationship among elected officials, judges and the legal community. Ability to interact with individuals from diverse cultural, educational and socio-economic backgrounds. Ability to gather and analyze data and trends, make recommendations regarding proper course of action. Motivational, leadership, goal-setting, negotiation, listening and teamwork skills.
